During the Polish Presidency of the Council of the EU in the first half of 2025, Warsaw will face some crucial challenges related to the war against Ukraine and the more general threat posed by Russia. In particular, it will need to manage the fallout of President Trump’s return to the White House, while enjoying an excellent position to maintain American engagement in European security and defence, thanks to its own military and energy investments.
Within this framework, this e-Note addresses initiatives such as the European Defence Industry Programme (EDIP), the future alignment of EU and national investments in dual-use transportation infrastructure and assets, as well as Poland’s opportunity to act as a mediator between countries that are forced to wean themselves off Russian energy and potential alternative energy exporters.
As Poland’s national strategic challenges correspond to those of the EU as a security community, it has every incentive to leverage its Presidency to forge the EU’s future security identity and strategic orientation.
