Biographie

Giulia Prelz Oltramonti est chercheuse Voisinage sud-est au Centre d’études de sécurité et défense (CESD). Elle est également membre du centre REPI (Recherche et études en politique internationale) à l’Université libre de Bruxelles (ULB). Avant de rejoindre le CESD en février 2025, elle a été maîtresse de conférence en relations internationales à l’École européenne des sciences politiques et sociales (ESPOL) de l’Université Catholique de Lille et chargée de cours à l’ULB et à l’Université catholique de Louvain. Elle a apporté son expertise à la société civile et aux organisations internationales en tant que consultante et possède une expérience en matière de campagnes politiques et d’aide internationale.
Giulia est titulaire d’un doctorat en sciences politiques de l’ULB, où elle a soutenu une thèse dans le domaine de l’économie politique en temps de guerre (« The exploitation of economic leverage in conflict protraction: modes and aims. The cases of South Ossetia and Abkhazia »). Elle est également titulaire d’une maîtrise en études de la guerre du Kings College de Londres et d’un bachelier en études sociales et politiques européennes de l’University College de Londres.
Ses recherches sont centrées sur les conflits dans la zone post-soviétique et dans les zones de souveraineté contestée. Ses publications portent sur des questions liées à l’économie politique des conflits dans le Caucase, aux processus d’établissement des frontières et limites dans le voisinage oriental, à la viabilité des États contestés et aux pratiques diplomatiques alternatives des entités sécessionnistes. Elle s’intéresse également à l’interaction entre la guerre et le droit international dans le contexte spécifique des États contestés.
