Factors of geopolitical instability and strategic responses

On 13 and 14 December 2024, the High Studies for Security and Defence (HSSD) brought together leading experts to conduct an  analysis of geopolitics. This intensive seminar offered an immersion in the dynamics of international security, through high-level conferences and inspiring exchanges for the participants (‘auditors’).

The first day opened with a presentation by Carina VAN CAUTER, Governor of East Flanders, who analysed the governor’s role in crisis management and emergency response planning.

Elke ALLAERT then presented crises management and the preparations needed to respond to major emergencies. This exchange allowed the auditors to better understand the complexities of crisis planning and anticipate potential failures.

The ‘terrorism’ component was central to the programme with a presentation by Dr Didier LEROY, a recognised specialist in Islamic extremism, who explained the roots and current threats of terrorism.

The afternoon was marked by a panel discussion led by Ester NATUS, exploring the Belgian approach to this omnipresent threat. Experts such as Gert VERCAUTEREN (DG OCAD/OCAM), Bernard MICHEL (federal magistrate) and Jean LACASSE (Sûreté de l’État/Staatsveiligheid) presented their contribution to the fight against terrorism.

Yves ROGISTER (OCAD/OCAM) closed the day with a lecture on right-wing and left-wing extremism in Belgium, giving an outline of radicalisation and its security implications.

Geopolitics and international strategies

On the second day, the seminar went deeper into current geopolitical dynamics. Dr Sylvie MATELLY, director of the Jacques Delors Institute (Paris), decoded the mechanisms of international sanctions, a major tool of modern diplomacy and a strategic lever for states.

The auditors then prepared for the next visit of the High Studies for Security and Defence course: a visit to the Royal Palace of Brussels. Under the supervision of Major Luk Sanders, they decided on the topics they wanted to discuss in the presence of the King.

This seminar illustrates the added value of the HSSD: a demanding course of study, consisting of lessons given by recognised experts and rooted in the reality of contemporary strategic issues. More than an academic programme, it is a real career accelerator, opening doors to the highest decision-making bodies in security and defence.
